If avoidance is not possible, the portion of the grade to be impacted should be photographically documented to Athearn's (1990) Level II standards prior to disturbance. East of the road intersection on the east side of South Evans Creek, the grade has seen some upgrading, so additional minor upgrading would not adversely impact the grade.
