Susan Burgmaier -2- May 2,2013 <br />BOW -2: Please see response to item number 4. Bowie is proposing to supplement and in <br />some places replace topsoil on Gob Piles #1/ #2/ #4. <br />3. DRMS: The first sentence of item (3) on revised Page 2.04 -101 should specify that coverfill <br />material will be used to supplement the topsoil to be replaced on the gob pile #2/4 area where <br />the topsoil deficiency exists. The submitted revised page broadly states that substitute material <br />will be utilized on coal mine waste piles and this material may not be the most suitable for all <br />areas where coal waste is stored depending on the topsoil that is available in those areas. <br />Please further revise Item 3 on page 2.04 -101 to specify that coverfill materials will only be <br />used for a topsoil supplement on Gob Piles #2 and #4 where deficiencies are identified. <br />BOW -2: Please see response to item number 4. Page 2.04 -101 was revised to specifically <br />state coverfill material will be used in the gob pile #1/ #2/ #4 area. <br />4. DRMS: Please revise the third paragraph of item (5) on revised page 2.05 -50 to specifically <br />state that "coverfill material' will be used to supplement (not replace) the topsoil on Gob <br />Piles #2 and #4. <br />BOW -2: Page 2.05 -50 was revised to state 'Coverfill Material is planned to be used as a <br />supplement and /or replacement to topsoil... ". <br />Bowie is proposing to supplement, and in some cases replace the topsoil with coverfill in the <br />gob pile area. Specifically, the first bench of gob pile #2 and gob pile #1 will not receive a layer <br />of topsoil. The first bench of gob pile #2 and gob pile #1 have four feet of cover, and good <br />vegetative cover. In order to place topsoil on the first bench of gob pile #2, or gob pile #1, <br />existing vegetation would have to be removed, the ground scarified, topsoil placed, and then it <br />would be seeded. It is counterproductive to disturb vegetation when testing indicates the <br />coverfill material is equal to the topsoil according to criteria in the 1998 "Native Plant <br />Revegetation Guide for Colorado ". <br />Table 2, from the "Native Plant Revegetation Guide for Colorado ", provides the criteria to be <br />used to establish suitability of topsoil. Based on 2003 soils testing and the six samples tested <br />from the coverfill stockpile, comparing the pH, EC, Texture, and SAR, the coverfill is suitable for <br />topsoil. <br />
