The release incident
was discovered on April 29, 2013 at approximately 7:00am. The fire water system is a component of the
Mill Process Water Storage Tanks, which are collectively, designated as Henderson Mill Environmental
Protection Facility 1.2 in the Henderson Mill Environmental Protection Plan. When the leak was
discovered, an estimated 5,000 gallons of water had leaked reporting to the yard just north of the Loci
Shop. An additional 8,500- 14,000 gallons were released following the leak due to an unknown partially
open valve.
The following paragraphs correspond to the elements of the follow -up written notice set forth in Rule
8.2.3, paragraphs (a) through (e), of the DBMS Rules and Regulations:
(a) After discovering the issue, Henderson employees promptly turned off the valves to the
line to stop any additional release. When it was discovered 48 hours later that there was
still water escaping from the leak, the valves were fully turned off.
(b) The water release did not adversely impact human health, property or the environment.
This is based on the know chemistry of the water and the location of the event. Water
pooled around the point of release (i.e., in the yard just north of the Loci Shop) but did not
flow from this area.
(c) The contact person for this event is:
Amber Moran
19302 County Road 3
Parshall, CO 80468
Phone: 303 - 569 -3221 ext. 2235
