RULE 2 - PERMITS <br />• Surface Water Rights and Use <br />Within the permit area and adjacent area, surface water is used frequently for irrigation and stock <br />watering, and less often for industrial or domestic purposes. There are 13 active (i.e., total not <br />including those that were abandoned) surface diversions (springs and ditches) and 34 active surface <br />reservoirs within the adjacent area. The majority are used for irrigation and stock watering, with a few <br />instances of domestic supply, and several instances of industrial use relating to Seneca Coal <br />Company's various mine operations. Map 2.04.7 -M2, Surface Diversions, Reservoirs, and Water <br />Supply Wells, shows the locations of water rights within one mile of the permit area, obtained from the <br />Colorado Division of Water Rights on -line mapping system (CDWR 2009). Water rights and <br />beneficial uses are summarized in Table 2.04.7 -T8. Most of the water rights shown lie outside the <br />permit area, or at the western and southern limits of the permit boundary. Those lying near the <br />proposed facilities are largely owned by Seneca Coal Company, and refer to Seneca Coal Company <br />ditches or NPDES ponds. <br />is <br />• <br />PSCM Permit App. 2.04 -99 6/15/09 <br />
