This report summarizes the site inspection conducted by Eric Scott of CDRMS of the East Rigden Pit (M1979- <br />097) on April 25, 2013. This inspection was conducted to verify the adequacy of the existing bond after the <br />Succession of Operator of this permit from Lafarge to Cottonwood Land and Farms, LLC., as well as to verify <br />general site compliance. DRMS was accompanied on the inspection by Cottonwood representative Bill <br />McDowell, and their permitting consultant Mike Hart. <br />The currently approved post- mining land use for this site is pastureland. Mining activity at this site was <br />completed by Lafarge and the site is currently undergoing final reclamation, however, there is currently a <br />concrete batch plant and concrete recycling area located on the west central portion of the permit area that is <br />still in use. The area in the southwest corner of the permit (south of concrete plant and west of Box Elder canal) <br />has never been disturbed by mining activity. <br />Significant re- grading of the northwest portion of the permit area (area of the former asphalt plant) was <br />completed earlier this year. The far northwest portion of this area has also been reseeded. The majority of the <br />earthwork required for final reclamation has been completed. Only filling in of some remaining low areas and <br />final sloping/grading is needed at this time prior to final seeding. A portion of the southeast excavation has <br />been clay lined and seeded, however at this time it has not been determined if the remainder of the excavated <br />area will be clay lined, or only sloped and seeded. Groundwater is currently only exposed in a small area in the <br />southeast part of this excavation where the dewatering pumps were previously located. There are several <br />additional small areas of exposed groundwater within the permit area where mining has been completed. These <br />areas are visible on the 2012 annual report map. <br />The S.W.S.P. that covered this permit has recently expired (March 31, 2013). The previous SWSP for the site <br />allowed for at least 20 acres of groundwater exposure in accordance with the pre -1981 exemptions, however, the <br />permittee will need to provide documentation that the site permits and the currently exposed groundwater is in <br />compliance with State Engineer's Office (SEO) requirements as soon as possible to avoid possible additional <br />bonding liability or possible enforcement action. <br />The only other issue observed during the inspection that will need to be addressed at this time is the presence of <br />small tamarisk in some of the low lying areas of the site. These are state - listed noxious invasive species and <br />will need to be eliminated. <br />Given that the majority of the earthwork at this site is complete, if the permittee can demonstrate compliance <br />with the SEO requirements for the currently exposed groundwater on site, the existing bond should be sufficient <br />to remove the concrete batch plant and complete reclamation at this time. <br />Inspection Contact Address <br />Bill McDowell <br />Cottonwood Land and Farms, LLC <br />P.O.
