PERMIT #: M- 1979 -163 <br />INSPECTOR'S INITIALS: TOD <br />INSPECTION DATE: March 26, 2013 <br />OBSERVATIONS <br />This inspection was conducted in response to a request for a conversion from a 110(c) to a 112(c) (CN) application CN -01 <br />that the Division of Reclamation, Mining and Safety (Division) received on February 27, 2013 and found complete on <br />March 11, 2013. This inspection was conducted by Tyler O'Donnell of the Division. Las Animas County was represented <br />by Allen Winford, Timothy Gutierrez, and Geraldo Heguy during the inspection. The Shannon Pit is located <br />approximately 5 miles south of Kim, Colorado. The site is permitted as a sand and gravel pit. The approved permit area <br />is 9.79 acres. The approved post- mining land use is rangeland. <br />The sky was overcast and the ground was dry, with the exception of a few snow patches. A bulldozer and crusher were <br />on site but not operational. The last annual report indicates the site has not been operational since August 2012. The <br />current disturbance appeared to be approximately 9.5 acres. The required posted notice was displayed at the entrance <br />to the site, along county road 22.1. No problems or violations were observed during the inspection. <br />Backfilling and Grading: <br />No backfilling and grading has been conducted at the site. <br />Hydrologic Balance: <br />The Pit excavation is located on the western side of a plateau. The bottom of the pit was dry. There was no evidence of <br />excessive erosion. There appeared to be no significant impacts to the prevailing hydrologic balance. <br />Gen. Compliance With Mine Plan: <br />Mining activity was taking place along the southern portion of the permit area. The current pit was approximately 25 ft <br />deep. The current pit was daylighting to the western portion of the pit. The proposed conversion application would add <br />approximately 10 acres to the current permit. The proposed conversion application would extend the current permit <br />boundary farther to the west and south. All mining activity appeared to be within the approved permit boundary. <br />Roads: <br />The access road was in good condition. <br />Recl Plan /Comp: <br />This site has not yet been reclaimed. <br />Revegetation: <br />At the time of the Inspection, there were a few annual weeds. There was good plant growth on the topsoil stockpiles <br />and little vegetation growth elsewhere within the disturbed area. The plant growth within the disturbed area appeared <br />to be volunteer vegetation. <br />Erosion /Sedimentation: <br />There was no evidence of excessive erosion (rills, gullies, or sediment fans). <br />Signs and Markers: <br />A mine I.D. sign was located at the entrance to the mine site. The permit boundary was clearly marked by T -post with <br />florescent painted tips. <br />Topsoil: <br />There was an adequate amount of topsoil stockpiled along the southern portion of the current permit area. <br />Page 2 of 4 <br />
