Roads: <br />The access road was in good condition. <br />Topsoil: <br />There was an adequate amount of topsoil stockpiled along the southern portion of the permit area. <br />PERMIT #: M - 1981 - 138 <br />INSPECTOR'S INITIALS: TOD <br />INSPECTION DATE: March 26, 2013 <br />OBSERVATIONS <br />This was a routine monitoring inspection conducted by Tyler O'Donnell of the Division of Reclamation, Mining and Safety <br />(Division). Waylon Hueffner, the mine operator's representative was present during the inspection. The Bulkley Pit No <br />17 is located approximately 20 miles east of Campo, Colorado. The site is permitted as a sand and gravel pit. The <br />approved permit area is 47.70 acres. The approved post- mining land use is rangeland. <br />The sky was clear and the ground was dry, with the exception of a few snow patches. No mining equipment was <br />operational or present at the time of the inspection. The last annual report indicates the site has not been operational <br />since March 2012. The current disturbance appeared to be approximately 11 to 12 acres. No problems or violations <br />were observed during the inspection. <br />Backfilling and Grading: <br />The majority of the pit walls had been graded to an approximant slope of 3H:1V. The slope was steeper along the <br />southern portion of the pit where mining was advancing. <br />Hydrologic Balance: <br />The bottom of the pit was dry. There was no evidence of excessive erosion. There appeared to be no significant impacts <br />to the prevailing hydrologic balance. <br />Gen. Compliance With Mine Plan: <br />Mining activity was taking place along the southwest portion of the permit area. The current pit was approximately 20 <br />to 30 ft deep. The current pit was daylighting to the north. All mining activity appeared to be within the approved <br />permit boundary. <br />Recl Plan /Comp: <br />This site has not yet been reclaimed. The operator's efforts to save the trees within the pit floor are commendable. <br />Revegetation: <br />At the time of the Inspection, there were a few annual weeds. There was some plant growth on the topsoil stockpiles <br />and little vegetation growth elsewhere within the disturbed area. The plant growth within the disturbed area appeared <br />to be volunteer vegetation. <br />Erosion /Sedimentation: <br />There was evidence of erosion; a few rills and gullies were observed on the western and southern portions of the pit <br />walls. <br />Signs and Markers: <br />A mine I.D. sign was located at the entrance to the mine site. The permit boundary was clearly marked by half buried <br />tractor tires. <br />Page 2 of 4 <br />
