EXHIBIT E (RECLAMATION PLAN) <br />1. Moffat County will strip 6" to 12" of topsoil as needed in the <br />Proposed Excavation Area (shown on Exhibit D -1) and will <br />stockpile it in areas designated for "Topsoil and Overburden <br />Storage ". We will protect the storage piles from stormwater <br />drainage and will seed them with the seed -mix formula listed in <br />Exhibit E -2. <br />2. The post- mining use of the affected land will be rangeland. We <br />will leave any haul road, or access road on the reclaimed <br />property if the BLM requests it. Otherwise, the total <br />property will be reclaimed according to this plan. <br />3. There will be no waste -rock dumps, tailing impoundments, <br />underground mine openings or buildings to address. <br />4. The proposed Reclamation Plan Map (Exhibit F) will assume <br />the gravel pits have been fully excavated; that they have been <br />backfilled with excess overburden; and that the land has been <br />graded, sloped, and topsoiled at a ratio of 3:1 or flatter <br />(Horizontal to Vertical). <br />5. Moffat County will use berms, ditches, settling ponds and <br />other techniques to keep the stormwater drainage from flowing <br />into (or out of) the mining areas. However, the local <br />precipitation (including the snow melt) cannot escape from the <br />excavation pits. If such stormwater accumulates in the low <br />areas of the pits in a substantial quantity for an extended <br />period of time, Moffat County will notify the BLM and <br />recommend that they file on the water right for beneficial use. <br />
