Mountain Brush Reference Area Allowable First -Hit Herbaceous Cover *(10.7 %) X 2 = 21.4% <br />Sagebrush Reference Area Allowable First -Hit Herbaceous Cover *(28.3 %) X 2 = 56.6% <br />90 percent of the Cover Standard = 0.90 [0.83(21.4 %) + 0.17(56.6 %)] = 24.6% <br />' Herbaceous cover adjusted by subtracting noxious weeds and annual/biennial plant cover in excess of 10% of the remainder. <br />The mean allowable first -hit herbaceous vegetation cover sampled in 2012 BRB PSCM -2 was 32.5 <br />percent, exceeding 24.6 percent, which is 90 percent of the upwardly adjusted cover performance <br />standard (see also Figure C -1, Table C -1). Thus for 2012, successful revegetation with respect to <br />allowable first -hit herbaceous cover is indicated. [Note that were the Mountain Brush Reference Area <br />mean not upwardly adjusted to the maximum value for the calculation of the performance standard, 90% <br />of the cover standard would have come to 21.6 %]. <br />HERBACEOUS PRODUCTION <br />Calculation of 90 percent of the herbaceous production performance standard appropriate for 2012 <br />sampling is demonstrated below. <br />Mountain Brush Reference Area Allowable herbaceous production* = 214.5 lbs/acre <br />Sagebrush Reference Area Allowable herbaceous production * = 456.8 lbs/acre <br />90 percent of the Production Standard = 0.90 [0.83(214.5) + 0.17(456.8)] = 230.1 lbs/acre <br />* Herbaceous cover adjusted by subtracting noxious weeds and annual /biennial plant cover in excess of 10% of the remainder. <br />As can be seen in Figure 2, the 2012 BRB PSCM -2 mean allowable herbaceous production of 847.6 <br />pounds per acre, far exceeds 230.1 pounds per acre, which is 90 percent of the production performance <br />standard. The average annual and biennial sampled 2012 BRB PSCM -2 production was not greater than <br />10 percent of total herbaceous production and therefore no "excess" annual /biennial production deduction <br />was used in 2012. Noxious weed production was not collected. <br />Since the 2012 BRB PSCM -2 allowable herbaceous production exceeds 90 percent of the production <br />performance standard (Figure C -2, Table C -1), and sample adequacy has not been demonstrated in <br />either the reclaimed or the reference areas (minimum of 30 samples) (Table C -4), reclamation success for <br />Phase III is demonstrated by passing a one sample t -test of the "reverse null" hypothesis (CDMG 2005 <br />revised rule, 4.15.11 (2)(c)). The 2012 BRB PSCM -2 production data were first evaluated for normality <br />using the Shapiro - Francia test (Table 1). Based on the PSCM BRB -2 production data the normality test <br />was not passed. Consequently a square root transformation was performed and the normality test was <br />passed. Calculations went forward using square root transformed data for both the BRB PSCM -2 <br />production data and the production technical standard. <br />16 <br />
