3) If there are six or more perennial, herbaceous species that satisfy the relative <br />importance requirements, then the maximum combined relative importance <br />standard will be waived. (Permit page 4.4 -3) <br />A numerical standard for cool and warm season and forb species is not required, due to <br />planting of a diverse permanent reclamation seed mixture of perennial, predominantly native <br />plants containing cool and warm season grass species and forbs and woody species. <br />Woody Stem Density <br />The woody stem density (WSD) success standard is composed of one component and only <br />applicable for the topsoiled rangeland Moffat bond release block. The WSD standard is <br />comprised of 1000 stems per acre (letter from P &M to the Division dated December 16, <br />1983) measured during the cover data collection. <br />IV. OBSERVATIONS AND FINDINGS <br />All lands requested in the current Phase 11 and III bond release application, SL -11, have <br />received Phase I bond release. The Moffat Area received Phase I bond release with the <br />approval of SL -4 (10/26/1998). The West Ridge Area received Phase I release with the <br />approval of SL -2 (9/18/1997). The Support Facilities Area received Phase I bond release with <br />the approval of SL -7 (1/5/2000). <br />Phase II Bond Release <br />The Division verified during regular monthly inspections, and during the July 20, 2009, <br />August 24, 2009 and June 21, 2011 bond release inspections, that the permanent gravel <br />access roads are as approved in the reclamation plan. During the June 21, 2011 inspection, <br />the group observed rilling and sediment deposition on the North Road near the intersection <br />with the Moffat Pond access road. Chevron was required to repair this damage in accordance <br />with Rule 4.03.2(6)(c). Repairs were conducted and the results documented in the Division's <br />September 19, 2011 inspection report are acceptable to the Division. <br />It was determined that the lands to which the bond release would be applicable are not <br />contributing suspended solids to streamflow or runoff outside the permit area in excess of <br />pre- mining levels or in excess of levels determined on adjacent non -mined areas, and <br />sediment ponds within the bond release application were determined to be no longer required <br />on August 20, 2003 (TR -41). No contribution to suspended solids or runoff outside the <br />permit area was noted at the time of the July 20, 2009and August 24, 2009, bond release <br />inspections. <br />The initial bond release inspection for this bond release application (SL -11) was conducted on <br />July 20, 2009. No downcutting or erosion was observed in the permanent reclaimed drainages <br />within the bond release areas. Minor rilling was noted between contour benches in the non - <br />topsoiled West Ridge bond release area. The observation of perennial grass establishment in <br />the bottom of the rills indicated that the rills were no longer active. <br />Edna Mine Page 14 April 12, 2013 <br />Phase II. and III Bond Release <br />
