OBSERVATIONS <br />PERMIT #: M- 2010 -048 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: April 4, 2013 <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). No representatives from Castle Rock Construction Company of Colorado were present for the <br />inspection. The Vick Borrow is located approximately 9 miles south of Hugo in Lincoln County. The site is <br />permitted for 10.15 acres and the post- mining land use is pastureland. <br />The Vick Borrow Pit operates under a Construction Material Special 111 Reclamation Permit; the permit was <br />issued for construction project on Highway 40. The permit sign was posted at the site entrance and the <br />boundary of the affected area was clearly delineated as required by Rule 3.1.12. Mining of the Vick Borrow Pit <br />was completed in 2011 and reclamation of the site occurred in the same year. <br />The pit walls have been graded to 5H:1V. There is no vegetation growing on the side slopes; however, the <br />slopes are stable and did not show any signs of erosion. The haul road which led directly from Highway 287 to <br />the south side of the pit has been graded and returned to the original contour. Topsoil was replaced over the <br />entire disturbed area at a depth of approximately 6 inches. The site has been seeded and mulched; drill rows <br />from the seeding were still observable. The Division did not observe any germination of the planted grass <br />species. The Operator should continue to closely monitor the site for establishment of vegetation. The <br />ongoing drought is making it difficult to establish vegetation. If vegetative growth does not occur during the <br />upcoming spring and summer seasons, then the Operator should consider revising the Reclamation Plan to <br />address the lack of vegetative growth. <br />The Operator has done an excellent job in reclaiming the site and once the vegetation has established the <br />Operator may file a written request for a full performance and financial warranty release. Currently the <br />Division holds a financial warranty in the amount of $25,375.00, which is sufficient to complete reclamation. <br />This concluded the inspection. <br />Page 2 of 4 <br />
