d Mountain Coal Company
Mountain Coal Company, LLC
West Elk Mine
P O Box 591
Somerset CO 81434
Kathleen G. Welt
Environmental Engineer III
kwelt @archcoal.com
phone: 970 929 2238
stockpiles in the identified soil storage areas. These piles would also be seeded and
sediment control provided.
When the rock has been exposed, MCC will remove any loose materials first and if
need be, employ a drilling and blasting contractor to break the rock into sizes that are
specified for the buttress fill. The selected contractor will comply with all Federal and
State rules pertaining to blasting, including surface blaster certifications and clearing all
mine and contractor personnel prior to blasting.
As the soil storage areas are on existing disturbed areas and the two rock quarry sites
are less than two acres each and are near or at the ridge top, small area exemptions
are requested so that alternative sediment control measures, including silt fences and
straw wattles, can be utilized to control runoff from the sites. Following removal of all
the rock needed, the sites will be recontoured with the stockpiled subsoil to blend with
the surrounding areas, then vegetative soil material distributed over the surface and
seeded with MCC's permanent reclamation seed mix.
The loose and broken rock will be loaded by trackhoes and /or loaders into 10 -ton
tandem trucks equipped with rock beds and transported to the RPEE buttress. The
material will be dumped at the buttress and then placed with one or more trackhoes.
The rock quarrying project is scheduled to begin on or near May 27 and is expected to
take approximately two weeks. Hauling and placing the rock and placing on the rock
buttress is projected to last into mid - August.
Please contact me at (970) 929 -2238 or by e-mail should you have questions regarding this
submittal.
Sincerely,
Kathleen G. Welt,
Environmental Engineer III
cc: Weston Norris — MCC
Neal Starkebaum — Gunnison Co.
