Ms. Michelle L. Hatcher
Hokestra SWSP
April 10, 2013
below:
south of the Hokestra Property and across the Rural Ditch, use the measuring device already
installed in the 112 Reservoir, and return the shares back to the river for replacement. This was
the allowed measuring method for the previous SWSP and this proposal is accepted for this
SWSP; given that the measuring structure will be completed during this approval period and will
be used in succeeding SWSP approvals.
Excess river credits attributable to the 3.75 shares of Rural Ditch are proposed to be
stored in the Varra Pit No. 112. It is estimated that 215.03 acre -feet of excess credits will be
available for storage during this plan period. According to the reservoir operations model for the
112 Reservoir, the water placed in the 112 Reservoir will incur an evaporative loss of 15.60
acre -feet. The 112 Reservoir has access to a ditch headgate, which will be used to deliver the
excess river credits to the lined reservoir for storage. The stored water will be released from the
pit to cover depletions from the site. A monthly breakdown of depletions and replacements are
shown on the attached Table 17 and 18.
The 3.75 shares of the Rural Ditch were historically used to irrigate the four farms listed
Adler Farm — The Adler farm was historically irrigated using 5 shares of the Rural Ditch
of which Weld County owns 1 share. The 5 shares were historically used to irrigate 168 acres
of corn and 63 acres of Pasture grass, all of which has been taken out of production. The
historic consumptive use of the 5 shares was determined to be 209.6 acre -feet. The pro -rata
historic consumptive use for 1 share is 41.9 acre -feet.
Gould Farm — The Gould farm was historically irrigated using 2 shares of the Rural Ditch
of which Weld County owns 1 share. The 2 shares were historically used to irrigate 55 acres of
corn, all of which has been taken out of production. The historic consumptive use of the 2
shares was determined to be 66.4 acre -feet. The pro -rata historic consumptive use for 1 share
is 33.2 acre -feet.
The Villa Property — The Villa Property was historically irrigated using 1.5 shares of the
Rural Ditch owned by Weld County. The 1.5 shares were historically used to irrigate 27 acres of
corn and 27 acres of Pasture grass, all of which has been taken out of production. The historic
consumptive use of the 1.5 shares was determined to be 61.7 acre -feet.
Slovek Property — The Slovek Property was historically irrigated using 1 share of the
Rural Ditch of which Weld County owns 0.25 shares. The 1 share was historically used to
irrigate 30 acres of corn and 30 acres of pasture grass, all of which has been taken out of
production. The historic consumptive use of the 1 share was determined to be 50.5 acre -feet.
The pro -rata historic consumptive use for 0.25 shares is 12.6 acre -feet.
Conditions of Approval
I approve the proposed substitute water supply plan in accordance with Section 37 -90-
137(11), C.R.S., subject to the following conditions:
1. This plan shall be valid for the period of April 1, 2013 through March 31, 2014, unless
otherwise revoked, modified, or superseded by decree. If this plan will not be made
absolute by a water court action by the plan's expiration date, a renewal request must be
submitted to this office with the statutory fee (currently $257) by February 15, 2014.
2. Well permit no. 63693 -F was issued in accordance with C.R.S. § 37 -90- 137(2) and (11)
and is valid for the current uses. The Applicant is required to maintain a valid well permit
for the current uses at this site.
