South Taylor Fill Inspection Certification On March 12, 2013, I inspected the area in which the South Taylor Excess Spoil Fill is being constructed. This report covers activities associated with both the East Taylor Fill and the West Taylor Fill identified on Map 23A and Map 45 of the approved permit. The purpose of this inspection was to observe status of the fill placement. This inspection is necessary to satisfy the requirements of CDRMS Rule 4.09.10 (1 a) and Rule 4.09.1 (1 b). Weather conditions were cloudy and freezing. Only portions of the fills were visible due to snow cover. West Taylor Fill with A -A' and BB Underdrain Area Fill placement continues. The toe is filled and sloped to the 7800 elevation and rip rap placement has begun on both the West Taylor West Trib and West Taylor East Trib channels. Dumping on the 7850 bench has been completed during this quarter and fill placement continues on the upper benches. Flows through the drain continue to contribute inflow to the West Taylor pond. During the prior year, the monitoring piezometer was drilled and completed. The current water level reading of 225.5 feet was obtained. The toe of the fill below the piezometer location has been topsoiled and seeded. East Taylor Fill with C -C' Underdrain Area: The 7800, 7850, 7900, and 7950 dump benches are completed. The 8000 bench and all higher benches were inactive during this quarter. In November, 2010, TR -88 was approved to extend the toe of the temporary fill. Further, in June, 2011, a permit change designated as TR -81 was approved to make these changes permanent with the modification of the postmining topography. Subsequently, in February, 2013, TR -98 was approved to modify the configuration of the West Taylor temporary out of pit spoil pile. Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, Introductory Letter. Inspection requirements during construction are further detailed in Volume 12, Section 4.09. I am a Registered Professional Engineer in the State of Colorado and a representative of Environmental Solutions, Inc, P. O. Box 2996, Cheyenne, Wyoming. Being familiar with the Colowyo operation and the coal program permitting process in Colorado, the construction activities related to the East Taylor Fill are in conformance, to the best of my knowledge and experience, as specified in the Introductory pages and the associated report found in Volume 13, Exhibit 21, Item 1 and other applicable requirements of the approved permit documents, a portion of CDRMS Permit C -81 -019. 4- P p L '•.'
