NOTICE OF PROPOSED DECISION <br />The Colorado Division of Reclamation, Mining and Safety proposes to Approve with conditions <br />Permit Revision Application No. 3, submitted by Colowyo Coal Company L.P. for a coal mining <br />permit at the Colowyo Coal Mine (Permit No. C- 1981 -019). The Colowyo Coal Company, L.P. <br />( Colowyo) has submitted Permit Revision 03 (PR -03) for the Colowyo Mine to update the permit <br />area to incorporate the Collom Pit. PR -03 proposes to incorporate an additional 16,824.79 acres <br />into the permit area (for a total permit area of 29,075.74 acres) and an additional 2,090.5 disturbed <br />acres for the pit and associated facilities. Colowyo is proposing to mine multiple seams in two <br />separate pits in the Collom area. Within this disturbance Colowyo is proposing a 250 million cubic <br />yard temporary out -of -pit spoil pile, which will be used to backfill the pit following mining. They <br />will truck the coal, via a private haul road, to the Gossard Loadout, where it will be loaded into rail <br />cars and shipped to market. The proposed surface and coal are Federal (BLM), State and privately <br />( Colowyo) owned. This Permit Revision will include an increase in Colowyo's reclamation bond. <br />The Colowyo Coal Mine is surface mine located in Moffat, Rio Blanco County, approximately 28 <br />miles South of Craig, Colorado. Coal interest is Federal, and the surface to be affected is Federal, <br />state and private land. The permit area encompasses approximately 29,075.74 acres. <br />This proposed decision is based on a finding that the proposed operation will comply with all <br />requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34 -33 -101, et seq., <br />C.R. S., and the regulations promulgated thereunder. <br />Copies of the proposed decision, including any stipulations, are on file for public inspection at the <br />Colorado Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 <br />Sherman Street, Denver, Colorado 80203 and at the Moffat County Clerk and Recorder, 221 W <br />Victory Way, Craig, CO 81625. Persons with an interest that may be adversely affected by the <br />proposed decision may request a formal hearing before the Mined Land Reclamation Board on the <br />proposed decision. Such request must be made within thirty (30) days of the initial publication of <br />this notice, must be in writing, and must state with reasonable specificity the reasons for the request <br />and the objections to the proposed decision. <br />
