Based on the nature of the Collom Lite Pit and Little Collom X Pit, which will be multi -seam <br />operations, backfilling and grading cannot be completed within 180 days of the removal of the <br />uppermost coal seam. The Division has granted Colowyo a variance for contemporaneous <br />reclamation for the Collom Lite Pit and Little Collom X Pit. Additionally, given the constraints <br />of the pit, the number of coal seams and sub -seams being mined and the topography, very little <br />reclamation will be completed in the current permit term (ending November 5, 2012) and the <br />following permit terml ending November 5, 2017. All of the overburden and interburden <br />material from the upper seams will be mined using a truck/shovel operation and will be <br />stockpiled in one temporary overburden spoil pile. During the current and following permit <br />terms, approximately 250 million cubic yards of material will be stockpiled between the two pits. <br />This method of mining requires that more than four spoil ridges remain ungraded in the pit. <br />C. Approximate Original Contour <br />Information on achieving approximate original contour (AOC) is presented in Sections 2.05.3, <br />2.05.4, 4.14.1 and 4.14.2 of the Permit (Volume 1 for the East Pit, West Pit, Section 16 Pit, <br />Facilities Area and Gossard Loadout, Volume 12 for the South Taylor Pit and Volume 15 for <br />Collom expansion area). Maps 18, 18A, 18B, 19, 19A, 19B, and 19C show the pre- and post - <br />mining topography, respectively. Maps 33, 33A, 33B and 33C show the post- mining drainage <br />profiles. Maps 24, 24A, and 24C contain mining range diagrams, and Maps 29, 29A and 29B <br />show the sequence of spoil grading. <br />In general, Colowyo will return all mined lands in the East Pit, West Pit and Section 16 Pit to <br />approximate original contour, with reclaimed surfaces resembling the general surface <br />configuration of the area (though changes will occur on a smaller scale). However, the removal <br />and redistribution of overburden has resulted (and will continue to result) in these materials <br />expanding in volume approximately 20 percent. This will result in the overall topography being <br />approximately five feet higher than the original landscape. Post - mining topography with grades <br />steeper than original grades has been approved for areas of excess spoil fills. <br />Six excess spoil fills, five permanent and two temporary, were authorized to accommodate the <br />expansion of overburden for the East Pit, West Pit, Section 16 Pit and South Taylor Pit. The five <br />permanent excess spoil fills are valley fills and have thus changed the topography of those areas. <br />Information on the temporary spoil piles (for final Section 16, West Pit, and South Taylor <br />closures) can be found in Section 4.14.1 of the Permit. Information on the three permanent fills <br />can be found in Sections 2.05.3 and 4.14.1; Maps 18, 19, 30, 33 and 33A; and Exhibits 12 and 19 <br />of the Permit. A summary of this information can be found in this document in Section B, Item <br />VII. <br />One temporary overburden stockpile will be constructed during the Collom expansion mine plan. <br />The temporary overburden stockpile will remain in place until the final two years of mining <br />activities.
