March 28, 2013 C-198 1-008/New Horizon Mine MLT <br /> OTHER(COUNTY ROAD CONSTRUCTION PROJECT): <br /> • As a condition of Western Fuels-Colorado's Montrose County Special Use Permit(for the <br /> New Horizon North Mine),portions of 2700 Road north of Tuttle Draw are undergoing <br /> realignment. <br /> • County personnel and equipment were at the site (Photo 7), constructing a new stretch of <br /> roadway embankment using pit run material hauled in from a gravel source near the airport. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> • The north-facing slope of the WFC-Lloyd property was topsoiled and seeded in 2012. We <br /> observed that grasses in this area were starting to come up, and had already achieved the 3- <br /> leaf stage (Photo 8). <br /> • At the IP Reference Area, WFC's contract farmer was cutting irrigation furows with a <br /> tractor. The furrows were oriented from NE to SW. <br /> • A number of cattle were grazing on the Burbridge property, confined to that portion of the <br /> field by placement of a temporary electric fence. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were issued as a result of this inspection, and none are pending. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 3 Page 4 of 9 <br />
