Box 1523 <br />Longmont, CO 80502 <br />Mr. Mark Steen: <br />BUREAU OF LAND MANAGEMENT <br />Royal Gorge Field Office <br />3028 East Main Street <br />Canon City, Colorado 81212 <br />A^ 3 -‘4 <br />In accordance with 43 CFR 3809.601(b)(2), BLM is ordering an immediate, temporary <br />suspension of all the Gold Hill Mines operations. This suspension will be in effect until BLM <br />approves a Plan of Operations for this site. <br />On December 22, 2011, BLM copied you on a letter addressed to AGC Resources LLC <br />regarding the poor communication history between BLM and the Gold Hill Mine and Mill <br />operators. In addition this letter stated that BLM needs to prepare an Environmental Assessment, <br />in order to analyze the proposed mining and milling operations and comply with the National <br />Environmental Policy Act (NEPA). BLM received a response from you on January 26, 2012 <br />stating that AGC Resources LLC has absconded and abandoned the Gold Hill Project and that <br />the Steen Family corporations have been left as the sole parties willing to respond to the BLM's <br />concerns. However, throughout the past year BLM has not received any correspondence from <br />you and has only been able to ascertain the status of the Gold Hill operations through continual <br />coordination with Colorado Division of Reclamation, Mining and Safety (CDRMS), in <br />accordance with the Memorandum of Agreement between the two agencies. <br />AGC Resources LLC was initially very cooperative in pursuing compliance with the BLM <br />regulations, however, cooperation has ceased since their sale to Devtek Management Ltd and the <br />Steen Family Corporation's subsequent role in 2012. The following is a summary of events <br />during recent years: <br />1. A site visit was conducted on 07/20/2010 with representatives from Mount Royale <br />Ventures LLC, J.M.
