IV. Topsoil <br />Information regarding baseline soil studies may be found in Section 2.04.9 of the permit. <br />Information regarding the salvaging and replacement of topsoil may be found in section <br />2.05.4 of the permit. With two approved exceptions, all available topsoil will be salvaged <br />from areas to be disturbed by mining prior to disturbance. During reclamation, topsoil <br />will be replaced in a 12 inch deep layer. Six inches of topsoil will be replaced on top of <br />3.5 feet of fill over the reclaimed gob pile. <br />A. The Division proposes to approve alternative procedures for topsoil protection in <br />two locations: <br />Approval of Permit Revision No. 6 permitted a variance from salvaging all <br />of the topsoil at the train loadout coverfill stockpile. BRL will salvage the <br />top two to three inches of topsoil and then will place geotextile fabric on <br />the coverfill area. Soil from the cut operations for the train loadout will, <br />then, be placed on top of this geotextile material. (4.06.1(2)). <br />Technical Revision No. 76 allowed for a variance from topsoil removal in <br />the Gob Pile 2 expansion area where topsoil is less than 3" deep, <br />excessively rocky, or on a slope steeper than 2:1. <br />B. The Division waived the requirement for clearing of small shrub and grass -type <br />vegetation cover prior to topsoil removal. The applicant has demonstrated that <br />inclusion of vegetation cover in salvaged topsoil is not detrimental to soil <br />productivity consistent with the post- mining land use. Large tree and shrub <br />vegetation will be removed prior to topsoil salvage. <br />C. The Division has determined that the 'A' and 'B' horizons shall be removed <br />together and replaced, in order to ensure soil productivity consistent with the <br />approved post- mining land use (4.06.2(3)). <br />D. The Division has not determined that selected overburden materials shall be used <br />for or as a supplement to topsoil. (4.06.2(4) (a)). <br />V. Sealing of Drilled Holes and Underground Openings <br />A. The applicant has not proposed to manage development, exploration, drill or bore <br />holes, wells or other exposed underground openings in a manner other than by <br />sealing and plugging (4.07.1). <br />B. The Division will require that each hole, well or other underground opening be <br />capped, scaled, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />25 <br />
