monitoring wells or piezometers. <br />VI. Use of Explosives - Rule 4.08 <br />The Permit is found to be in compliance with the requirements of Rule 4.08. The blasting plan is <br />found in Section 2.05 and in Section 4.08 of the PAP. The PAP provides typical blasting <br />patterns (Maps 26 and 27). Blasting patterns specific to each blast are recorded on the individual <br />blasting records (Rule 4.08.5). <br />A description of the explosives storage facility is presented in Exhibit 16 of the Permit. <br />A pre -blast survey was conducted on January 10 and 11, 1991 (date of report 19 February 1991). <br />Durnham Ranch dwellings are located within one -half mile of the permit area. There are several <br />additional structures that required a pre -blast survey for Permit Revision 02. The Tri -State <br />Generation and Transmission Association 345 kV power lines are within 1,000 feet of the box - <br />cut for the South Taylor Pit. Eight poles over a distance of 1.75 miles were surveyed. A <br />residence, the Paul Routsen residence at 6647 and 7072 Moffat County Road 51, was also <br />surveyed. This residence is approximately 5,000 feet from the South Taylor Pit. These surveys <br />were conducted on August 9, 2007 and are contained in Exhibit 14 of Volume 13 of the PAP. <br />VII. Disposal of Excess Spoil - Rule 4.09 <br />The Permit is found to be in compliance with Rule 4.09. Information on excess spoil waste can <br />be found in Sections 2.05 and 4.09 of the PAP. The Mine currently has five approved excess <br />spoil fills: the Streeter Fill, the West Pit Fill, the Section 16 Fill, the East Taylor Fill and the <br />West Taylor Fill. <br />Overburden material from the initial box cut for the East Pit was placed in the Streeter valley fill. <br />Now complete, Streeter fill contains approximately 47 million cubic yards of excess spoil fill. <br />The Section 16 fill, also complete, contains approximately two million cubic yards of excess <br />spoil fill. The West Pit fill, also complete, contains approximately 19 million cubic yards of <br />excess spoil fill. Grading activities are still being performed in the West Pit fill. <br />The East Taylor Fill and the West Taylor Fill will contain the initial box -cut material from the <br />South Taylor Pit. The approximate design volumetrics associated with these fills are as follows: <br />• The permanent East Taylor Fill - 20 million cubic yards <br />• The temporary East Taylor Fill - 39 million cubic yards <br />• The permanent West Taylor Fill - 28 million cubic yards <br />• The temporary West Taylor Fill - 12 million cubic yards. <br />Specific information on the Streeter Fill can be found in Exhibit 12 of the PAP and in Section B, <br />Item V of the original findings document. Specific information on the West Pit and Section 16 <br />fills is presented in Exhibit 19 of the PAP and in the files for revision PR -01.
