Disposal of Wastes
There is no washing of coal product at the site. Non -coal solid wastes are placed in designated
zones (minimum of twenty -five feet of overburden, off the bottom, of pits during backfill
operations). Recoverable oil, grease, and other lubricants are stored and shipped to recycle
facilities. Sanitary wastes are disposed of in septic tanks, leach fields and evaporative ponds.
(4.11.4, PAP)
Ponds and ditches
Colowyo has 12 large ponds, several stock tanks, and dozens of constructed ditches that manage
surface runoff at the mine site. These structures collect sediment, reduce peak flows from storms
and snowmelt runoff, and reduce offsite impacts.
Water Rights and Usage
Colowyo draws water from Wilson Reservoir and from Taylor Creek for mining and support
operations. Water consumed is within water rights and is done in accordance with the Colowyo
Water Augmentation Plan approved by the Colorado State Engineer's Office and the Division of
Water Court (PAP, 2.04.7, 4.05.15).
5.2 Reclamation Plan
The reclamation plan for the Mine is found in Sections 2.05.4 and 2.05.5 (Volume 1 for the East
Pit, West Pit, Section 16 Pit, Facilities Area and Gossard Loadout and Volume 12 for South
Taylor) of the PAP. A summary of this plan is given here. For more information and references
to specific portions of the PAP, see Section B of the findings portion of this document.
Acreage Disturbed and Reclaimed
Approximately 4,800 acres of the mine site have been disturbed. Of the disturbed acreage,
approximately 2,211 acres have been backfilled and graded, and approximately 2,089 acres have
been topsoiled and seeded (per the RN -06 application).
Phase I bond release has been approved for approximately 1,433 acres. Phase II bond release has
been approved for approximately 1,359 acres. Phase III bond release has been approved for
approximately 980 acres.
Proposed Decision and Findings of Compliance January 2012
Permit Renewal 06 Page 122
