(Applicant) requesting renewal of the above referenced substitute water supply plan
(SWSP) for the SerFer Pit to cover depletions caused by gravel mining operations in accordance with
§ 37 -90- 137(11), C.R.S. The required renewal fee of $257 has been submitted (receipt no. 3658905).
The most recent SWSP renewal was approved on March 30, 2012 and expires on March 31, 2013.
Plan Operations
This plan seeks to replace depletions resulting from the mining at the SerFer Pit. The
depletions that result from the proposed dry- mining operation include evaporation, dust control,
and water lost in mined product. The Applicant has constructed dewatering trenches to allow for
dry- mining and to reduce the evaporative losses associated with the operation. The water is
pumped to settling ponds before being discharged to the Cache la Poudre River. SerFer Pit
mining operations began in January 2011. Due to unfavorable economic conditions a precise end
date is unknown. Once reclamation is complete, a Tined reservoir will be created and will have a
total surface area of approximately 20 acres. The proposed replacement source is excess credits
resulting from a recharge project at the Timnath - Connell Pit.
Depletions
It is estimated that 240,000 tons of aggregate will be mined during this approval period,
resulting in 3.53 acre -feet of water lost in the mined product, and 4.00 acre -feet of water to be used
for dust control. Gross evaporation at this site is estimated to be 40 inches per year with an
effective precipitation amount of 0.88 feet. Ground water is exposed at this site in the 0.23 acre
dewatering trench (3 ft wide x 3,340 ft long), the 0.05 acre dewatering sump, and two settling
ponds of 0.14 and 0.16 acres. For the total of 0.58 acres of ground water exposed at this site, net
evaporation is 1.50 acre -feet. The total consumptive use of ground water during the plan approval
period is 9.03 acre -feet. (See attached Tables 1 and 2.)
The lagged depletions from the SerFer Pit were estimated by the Applicant's consultant
using the Alluvial Water Accounting System (AWAS) stream depletion model developed by the
Integrated Decision Support Group with the following assumptions:
P /' Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 - 866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
