COAL
s
COMPANY
,.r." 100
EOpLE•pRODUCTtOK*
Colowyo's Response: Per a conference call between DRMS staff and Colowyo
staff on March 25, 2013, at 10:30 AM, this comment was discussed and from
that discussion it was agreed that the sub - watersheds need to be delineated
correctly. Therefore, Figures 7 -14R -1 and 2 have been updated accordingly.
Sub - watersheds D, K, L, N, O, I, J, E1, and E2 within the Prospect Watershed
have been re- delineated and remodeled. Colowyo is resubmitting Figures 7-
14R-1 and 2, and associated SEDCED modeling outputs.
3. For the North Tributary of East Pit Ditch, please explain why drainage areas
are modeled as "structures."
Colowyo's Response.
On complex drainages or drainages that vary in size over several modeled time
frames, we have elected to show the actual SEDCAD structures on the
watershed maps to make it easier to follow the model. The sub - watersheds
themselves are not actually modeled as "structures': Rather, the collection
points (eg., nodes, channels, channel junctions, stock ponds, etc) are modeled
as "structures': In some cases, a "structure" may, have only a single
subwatershed tributrary to it (eg. Subwatershed W into Structure I in the
1VTEP ditch, or Subwatershed El as the only subwatershed directly tributary
to Structure 9). In such cases it may seem that the watershed is modeled as a
structure, but the opposite is actually true. The structure is fed by that single
sub - watershed.
Current Division comments: The SEDCAD reports indicate that sub -
watersheds are "structures." For example, in the structure networking on
page Exh. 7- 14R -9, structure numbers 1 and 5 are sub - watersheds W and O,
respectively. Please explain why this was modeled this way.
Colowyo's Response:
The verbal descriptions that appear in the rightmost column of the "Structure
Networking" tables in the SEDCAD output reports are simply verbal tags the
modeler used to make sure all of the sub - watersheds had been accounted for
in the model, as shown on the Figures Exh. 7 -14R- 1 and -2. These words
have no operational impact on the model, but are useful to the modeler to
make sure all sub - watersheds are collected. In view of the confusion this has
caused, we could amend the models by typing in a different verbal description
in the model input. For example, in Structure 1 in the NTEP /Final East Pit
Ditch model, which is a "null" collection point for sub - watershed W, we could
A mining property of Western Fuels- Colorado, A Limited Liability Company
