Explosive Storage. The explosives storage area will be located along Haul Road A between the two reserve <br />areas about 1/4 mile southeast of the center of Section 15, T5N, R88W. At this location, as shown on <br />Exhibit 13-1, explosive materials will be stored in drop trailers or in approved skid-mounted explosive <br />magazines. The ammonium-nitrate fuel oil mixture (ANFO) explosive will be stored in either drop trailers or <br />an above ground bulk storage silo bin. Explosive storage magazines will be constructed and located <br />according to State and Federal regulations. No permanent buildings will be constructed. <br />Fuel Storage. Storage tanks for diesel fuel and gasoline will be located in the facilities area in the NE%. of <br />Section 21, T5N, R88W (see Exhibit 13-1 ). The diesel and gasoline tanks will have a storage capacity of <br />20,000 gallons and 5,000 gallons, respectively. Spill prevention and containment measures will be <br />implemented in accordance with SCC's Spill Prevention Control and Countermeasure (SPCC) Plan. <br />Power Transmission. A 69KV power transmission line was constructed to the Seneca II-W Mine. A <br />substation was constructed 1,800 feet southeast of the censer of Section 15. The power transmission line <br />and substation were permitted and constructed by Yampa Valley Electric Association. The substation will <br />step down the incoming 69KV line to 4160V to suit the needs of the shop and dragline. Powerlines will be <br />built by SCC from the main substation to the office/shop building and eMended within the reserve areas, as <br />needed. A mobile substation is located in the NW/4 NW/4 of Section 26, from which SCC runs power <br />cables to the dragline. The locations of the main electrical facilities are shown on Exhibit 12-2. <br />Equipment Erection Site. An equipment construction site, used mainly for the erection of the dragline, is <br />located in the NW'/. or Section 22, T5N, R88W near the end of the Mine Entrance Haul Road. The site is <br />approximately 400 feet by 400 feet in size, Exhibit 13-1 shows the erection site location. This area was <br />reclaimed as part of the North Mine Area reclamation activities. <br />Coal Handling Structures. SCC has no existing or proposed coal handling structures. The coal is hauled to <br />the Hayden Station power plant for processing and use. A small employee's coal stockpile was <br />previously located at the dragline erection site (see Exhibit 13-1). <br />Support Facilities and Utility Installations. All support facilities used in connection with the operation of the <br />mine, including but not limited to, mine buildings, equipment storage facilities, sheds, shops and other <br />buildings will be designed, constructed or reconstructed and located to minimize or control erosion and <br />siltation, water pollution and damage to public or private property. <br />Services which run through, pass over, or under the permit area, consisting of power, sewage, water, and <br />telephone lines, and wells will be protected against damage or relocated to prevent or minimize the <br />disruption of service. <br />• <br />PR-05 39 Revised 01/06 <br />
