Due to the extensive mining in <br />the area prior to the Southfield mine permit was issued, the lack of baseline data on the <br />disturbed, and subsequently reclaimed, portal area, and the difference in sampling methods and <br />report parameters of the reference area baseline data, the review of TR39 information has been <br />complex. The Division has used the same adequacy item numbering as used in the Division <br />April 12, 2012 adequacy letter. Three additional items have been identified to allow the revised <br />information to be inserted into the permit. <br />1) Repeated inspections on the mine site and observation on the proposed PJ reference area <br />confirms that there is a linear feature included within the apparent proposed limits of the <br />PJ reference area. Since the proposed PJ reference area is not marked in the field, and the <br />Division did not have electronic coordinates to enter into a GPS, but had EFCI's TR39 <br />Map 16 and figures, it appears that this linear feature has been included within the <br />proposed PJ reference area limit. This feature is circled in Blue on EFCI "1970 <br />Aerial/Reclamation Map" figure. Photol shows this feature taken during the Division's <br />February 27, 2013 inspection. If this feature is not included in EFCI's proposed PJ <br />Reference area, please assure the proposed maps accurately reflect that this feature <br />remains outside of the proposed PJ reference area.
