Aerial phtographs were taken by <br /> Harry Ranney and were reviewed by Brock Bowles, both of the Division of Reclamation, Mining and Safety. The <br /> photos were taken on March 14, 2013 at approximately 10:00 am. Susan Burgmaier did a follow-up ground <br /> inspection on March 20, 2013 at approximately 1:00 pm(see processing waste section below). <br /> The weather was clear and sunny and the ground conditions appeared to be dry with areas of patchy snow. The <br /> photos were taken of the main facility area and the Elk Creek fansite. <br /> HYDROLOGIC BALANCE -Rule 4.05❑ Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> In the western ditch of the II West Refuse Pile,the hillside has slumped and appears to be blocking the <br /> ditch(photo 1). It appears there are pipes in the rock lined channel below the Elk Creek Fan substation(photo 2). <br /> Ponds IA, B and D contained water. Ponds C and E appear to be dry. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11❑ Drainage Control; Surface <br /> Stabilization; Placement: <br /> The second bench of West Valley Coal Refuse Pile has some unusual markings that look like some soil <br /> movement had occurred(photo 3).
