A Subsidiary of Arch Western Bituminous Group, LLC
March 12, 2013
Mr. James R. Stark
Colorado Division of Reclamation, Mining and Safety
Office of Mined Land Reclamation
1313 Sherman Street, Room 215
Denver, Colorado 80203
Re: Mountain Coal Company, LLC, West EIk Mine; Permit No. C- 1980 -007; Technical
Revision No. TR -130, Revised Longwall Panel E5 MDW Road and Pad locations
Dear Mr. Stark:
MOUNTAIN COAL
COMPANY L.L.C.
West EIk Mine
PO Box59
5174 Highway 133
Somerset CO 81434
(970) 929-2200
Fax (970) 929 -5050
RECEIVED
MAR 14 2013
Division of Reclamation,
Mining and Safety
Mountain Coal Company, LLC (MCC) submits the attached application form, proposed public
notice, and map in application of Technical Revision No. TR -130 to revise the location of a few
methane drainage well (MDW) roads and pads for longwall panel E5. This past fall, MCC and
Forest Service (FS) personnel conducted field reviews of the E5 MDW roads and pads
previously approved in PR -14 to determine which locations should be adjusted to provide
better MDW access and pad locations and result in less disturbance.
As an outcome of this revision, approximately 1,621 feet (0.5 acre) of new roads would be
constructed to replace 2,295 feet (0.7 acre) of previously approved roads, resulting in a net
reduction in land disturbance of approximately 674 feet of road or 0.2 acre. Nine (9) large (1+
acre) previously approved MDW pad polygons will also be deleted from the 2013 MDW drilling
program and will be replaced by seven (7) smaller (about 0.5 acre) pad sites, two of which will
be the sites of two diagonally drilled MDWs. This will result in about a 5.5 acre reduction in
disturbance. The new locations were evaluated by the FS to identify any previously
undocumented cultural resources, T &E species and other resources of special interest. The
FS will document the findings of these evaluations during this revision process.
Please contact me at (970) 929 -2238 or by e-mail should you have questions regarding this
submittal.
Sincerely,
cetittm(Se ahlv
Kathleen G.
