In the interest of complying with the board findings the upper lift of <br />material has already been removed. Photos documenting the current state of the fill placed in the <br />pit are included as attachments to this document. <br />The Operator feels that the lower lift of material placed in the pit is clean and free of putrescible <br />materials. The Operator plans to process the material in the lower lift by systemically removing <br />material placed in a work area, extracting all putrescible materials that may be encountered, <br />replacing clean material in the same work area, and moving on to the next until the entire lower <br />lift has been processed in this manner. The Operator will provide compaction testing on the <br />material as it is replaced. <br />At this time the Operator feels that they can process the remaining material within one year.
