Doug White, Western Fuels
C- 2010 -089 TR -01 PAR
Mar. 11, 2013
6. DBMS: The SEDCAD run provided for pond NHN -001 is based on one 114.9 acre
watershed. The run also includes Muskingum routing information. The SEDCAD User's
Manual indicates that this routing function is used when there are multiple subwatersheds
and a given subwatershed does not flow directly to the design structure but rather is
routed (via ditch, culvert, etc.) to the structure. This does not appear to be the case with
the NHN -001 watershed. Please revise the design to omit this routing or break the
watershed into the subwatersheds indicated on Map 2.05.3(4) -1 and include appropriate
routing for each subwatershed and structure.
WFC: The four SEDCAD runs included with this submittal were done with Structure
Networking Muskingum K & X values equal to zero, and used a single watershed, land
flow condition 8 for the 114.9 acre watershed, as was done in the approved permit
SEDCAD runs.
DBMS: Response accepted.
7. DBMS: The sedimentology portion of the SEDCAD run provided for pond NHN -001
utilizes a control practice factor (C) of 0.45. The curve number used for the watershed
(91) indicates that the area is bare. Therefore, the "C" value should be 0.9. Please revise
the design accordingly.
WFC: The four SEDCAD runs included with this submittal have been revised using a
control factor "C" of 0.9.
DBMS: Response accepted.
8. The spillway configurations and dimensions used in the revised SEDCAD designs appear
to conflict with those shown on Map 2.05.3(4) -6 and the photographs taken by the
Division on December 12, 2012.
a. Map 2.05.3(4) -6 indicates that the length of the primary spillway barrel is 100'.
The SEDCAD run is based on a length on 150'. Please revise the map and/or
design as necessary to reflect the actual length of the barrel.
b. Map 2.05.3(4) -6 indicates that the diameter of the primary spillway barrel is 24 ".
The SEDCAD run is based on an 18" diameter. Please revise the map and/or
design as necessary to reflect the actual diameter of the barrel.
C. The location of the primary spillway outfall is unclear on Map 2.05.3(4) -6.
Please revise Map 2.05.3(4) -6 to indicate the outfall of the primary spillway.
d. WFC, in its response to item 4, indicates that the primary spillway location was
moved to correspond to the county road culvert. Is the primary spillway
connected to the county road culvert? If the primary spillway barrel is connected
to the county road culvert, please revise the designs accordingly.
