On behalf of Minrec, Inc., following are its responses to the <br />DRMS' comments and concerns. <br />1. DRMS - The permittee is authorized to discharge under the current NPDES permit <br />from outfall 001A (Appendix 4 -G, expiration January 31, 2015). Outfall 001A is also <br />the monitoring location for the effluent limitations specified in Part I -A -2, page 3 of 19 <br />of the NPDES permit. During site inspections conducted in June 2011, October 2011 <br />and December 2012, Division inspectors noted water discharging through outfall <br />001A. The discharge monitoring reports (DMR) of the same months indicates there <br />was no discharge from the North Thompson Creek Mine. Please discuss why the <br />discharges were not reported in the DMRs. <br />NTC - During the period discussed above, the Operator contained all water flowing <br />through outfall 001A in pond 9 or the refuse pond. The Operator does not believe <br />that water contained on site is discharged. Therefore, no discharge was reported on <br />the DMRs. <br />2. DRMS - On maps D -2 -5 and D -3 -2, a "Landowner Installed Pipeline" originates near <br />Pond T -2 and runs east across the refuse area. The pipeline continues beyond the <br />permit and map boundaries. Please clarify the purpose of this pipeline. <br />NTC - The pipeline is used to convey water from treatment pond T -2 to a stock <br />watering tank. The DRMS approved the installation of the pipeline through its <br />approval of minor revision number nine (MR -09) on June 1, 1990. The tank is <br />located at latitude 39.325, longitude 107.296. A brief discussion of the pipeline was <br />added to page 4 -ii. <br />
