contemplated, approval will first be obtained from the regulatory <br />authority and the local weed and pest control district. All labels, <br />restrictions, and instructions will. be strictly adhered to. <br />2. Fire control will be exercised for range and coal fires which are not <br />approved by the regulatory authority as part of a management plan. <br />3. Any new power transmission facilities, or replacement of existing <br />facilities, will be constructed after approval by the regulatory <br />authority in accordance with the voluntary guidelines delineated in the <br />current Avian Protection Plans (APP) developed in cooperation by Avian <br />Line Interaction Committee (APLIC) and the USFWS. The most recent <br />guideline was distributed as a draft document in April 2005. It is <br />intended to used in conjunction with the APLIC's Suggested Practices for <br />Raptor Protection on Power Lines: The State of the Art in 1996 and <br />Mitigating Bird Collisions with Power Lines: State of the Art in 1994. <br />4, No additional disturbance of native vegetation will occur unless prior <br />approval is obtained from the regulatory authority. Disturbance of the <br />saline /alkaline wet meadow, saline /alkaline shrubland, and associated <br />aquatic areas and channel meander cutbanks will be avoided, or such <br />habitats will be restored during reclamation activities. <br />5. A no firearms policy will be enforced within the permit area and access <br />by other than authorized personnel will be restricted to eliminate or <br />significantly reduce encounters with wildlife utilizing the permit area. <br />6. The discovery of critical habitats, or species that are protected, or are <br />proposed for protection by State or Federal wildlife agencies within the <br />permit boundary will be promptly reported to the appropriate agencies. <br />�. A stream buffer zone will be established on the reach of Dry Creek that <br />occurs within the permit boundary to protect this potentially unique <br />habitat. A biological community exists approximately 5.0 miles upstream <br />of the loadout permit boundary. There is no site specific data available <br />to determine whether or not such a community exists in Dry Creek within <br />TR -0? 4 Revised 03/06 <br />
