the top of the bank to divert flow originating above it away from the bank and into <br />the east side drainage. Similarly, a channel was constructed at the bottom of the <br />waste bank to intercept runoff from the pile. An under drain system was constructed <br />beneath fill and drains into the east side drainage (4.04.8(3)). <br />B. The applicant has not submitted a plan for disposal, at the approved disposal area <br />within the permit boundary, of mine waste materials generated by activities outside <br />the permit boundary (4.10.1(2)). <br />C. The disposal area will be inspected on a regular basis by a qualified professional <br />specialist under the direction of the professional engineer, experienced in <br />construction of similar earth and waste structures (4.10.2(1)). <br />D. An alternative subdrainage system for the coal mine waste area has not been <br />proposed. The Division finds that the approved subdrainage system will ensure the <br />applicable static safety factor, stability of the fill, and protection of the surface and <br />ground water (4.10.3(5)). <br />E. The applicant has submitted a demonstration based on physical and chemical <br />analyses that shows that revegetation requirements of 4.15 can be met with less than <br />4 feet of cover on the coal processing waste bank (4.10.4(5)). <br />IX. Coal Mine Waste — Rule 4.11 <br />Non -coal waste will be stored at designated locations at the mine site, and then transported <br />to a disposal site by a licensed contractor. <br />X. Backfilling and Grading — Rule 4.14 <br />The previously approved plan for backfilling and grading of disturbed areas is described in <br />Section 2.05.4 of the permit application. Maps King I -011 and King 11-010 show approved <br />post- mining contours. <br />When no longer needed for the mine's operations, benches at King I will be backfilled to a <br />stable configuration that blends with the surrounding topography. Based on information <br />provided by GCC, pre- mining contour maps of the King I Mine do not exist due to the <br />length of time the mine has been in operation ( >50 years). Backfilling of the King I Mine <br />will involve reducing all mine bench highwalls and the bench outslope crest to <br />approximately 1.5 h: Iv and in most areas to 2.5h : Iv, or less, to blend in with surrounding <br />areas. The portal area of the King II Mine and all other disturbed areas on this mine will <br />be reclaimed to approximate original contour. <br />21 <br />
