will be as environmentally sound and structurally stable taking into consideration <br />physical, climatological and other characteristics of the site (4.05.6(11)). <br />E. Acid - forming and Toxic - forming Spoil <br />Based upon information provided by GCC, the Division does not anticipate that any <br />acid - forming or toxic - forming spoil will be encountered during the operation of the <br />King Coal Mine (4.05.8(3)). <br />F. Impoundments <br />The applicant has not proposed the design and construction of impoundments for the <br />King Coal Mine (4.05.9). <br />G. Surface and Ground Water Monitoring <br />1. The applicant will conduct monitoring of ground water in a manner approved <br />by the Division. The ground water monitoring plan is as follows (4.05.13(1)): <br />Ground water is monitored in two alluvial wells in Hay Gulch downgradient <br />from the King I Mine and downgradient from the King II Mine. Section 2.04.7 <br />and 2.05.6 of the permit application require both alluvial wells to be monitored <br />for the following parameters on a quarterly basis: <br />Depth -to -Water (ft.) Magnesium <br />pH Sulfate <br />Temperature ( °C) Iron <br />Conductivity Sodium <br />Total Dissolved Solids Bicarbonate <br />Calcium <br />Historical observations indicate the producing coal seam and its overburden <br />have been essentially dry at the King I Mine. In 1986, however, the mining <br />operations encountered ground water. This water was pumped to the surface <br />and discharged to the west sediment pond. It is hypothesized that mining <br />dewatered an overlying perched aquifer. It is possible, however, that some <br />inflow from the Pine Gulch drainage may have occurred. <br />2. The applicant will conduct monitoring of surface water in a manner approved <br />by the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) <br />and includes the following (4.05.13(2)): <br />Surface water monitoring is limited to NPDES discharges, as no surface <br />streams with regular flows occur in the permit area. Required monitoring of <br />the irrigation water from the La Plata River ended in the fall of 1998. <br />16 <br />
