No additional
surface disturbance is proposed as a part of this action. A list of permit changes is attached.
The revised mine plan undermines only one additional non -mine structure, Red Wash Reservoir No. 3,
and additional sections of Rio Blanco County Roads 65 and 73. Red Wash Res. #3 rarely sees any
runoff and is almost always dry. Deep cover overlies the portions of County Road 65 proposed to be
undermined and minimal effects are expected from subsidence. County Road 73 is an infrequently
traveled dirt road and should see minimal impact due to the road surface and depth of cover.
The only surface drainages new to the mine plan are ephemeral in nature and rarely see surface runoff.
The groundwater monitoring plan was reviewed and appears to appropriately address the additions
proposed. No known jurisdictional wetlands will be effected by the proposed activities.
Federal Coal Lease COC -74813 is pending and includes the area of the proposed changes. The new
lease will be provided once approved.
Three copies of this permit application along with maps are being forwarded directly to the OSM for
mine plan review.
If you have any further questions please contact me at 970 - 675 -4322.
Scott Wanstedt
Environmental Engineer
swanstedt( deserado.com
enc:
cc: Jeff Dubbert w/o Foster Kirby - OSMRE
Paul Daggett — BLM Town of Rangely — public review
