section 3.2.3 Topsoil Storage was used for stabilization. The reclamation of the Loma
loadout and interim reclamation at the Munger mine bench was completed in the fall of
2001.
The mine site was recontoured using the material that is stored on the mine
bench, by excavating the premining drainage that existed under the mine bench, and by
removing a small amount of material from the crest of the highwall to help reduce the
slope in that area. The shale and coaly material encountered in this excavation was
hauled to the coal mine waste disposal pile. Additionally, a portion of the coal material
from the Loma loadout that had previously been placed on the mine bench was hauled
to the waste disposal area.
In accordance with the request of the BLM, the area at the crest of the highwall
to be removed to help provide stable 2H:1 V slopes was staked at 50-foot intervals. This
allowed the inspection of the area by the BLM prior to earthwork to confirm the area
had less than 0.3 acres of additional disturbance and the reclamation will conform to
Figure 3.1-7. BLM inspected the area and gave verbal and written (e-mail) approval to
proceed.
The roof fall material stored on the mine bench; as well as, some of the interim
reclamation material from the Loma loadout was placed against the existing toe of the
slope prior to backfilling with the relatively clean dirt stored on the mine bench. Where
the coal seam is now exposed or coal is backfilled, the areas were covered with at least
four feet of non-toxic, noncombustible material. The final reconfiguration involved
excavation of minor amounts of material from the top of the slope to complete the
reconfiguration. The material taken from the top of the slope was generally from the
alignment of a premining road so little additional disturbance was created. The final
configuration has slopes of about 2H:1 V in the main area of the mine site.
Prior to grading of the portal area for mining, a livestock trail existed from the
bottom of the canyon near the mine site to the area above the mine. Reclamation of
the mine site included re-establishment of this trail along the approximate original route
as shown on Figure 3.1-7. The trail still exists on the slope below the mine and was
