An environmental monitoring system shall be installed, maintained, and operated by <br />the permittee on all alluvial valley floors during surface coal mining and reclamation <br />operations and continued until all bonds are released in accordance with Rule 3 <br />(4.24.4). <br />XIII. Operations on Steep Slopes <br />The Division had originally proposed to approve a variance from meeting approximate <br />original contour for reclaimed areas. Various subsequent revisions to the operations and <br />reclamation plans (TR' s 10, 11, 12, and 16) resulted in modifications that eliminate the <br />applicability of the steep slope variance. The reclamation plan as approved in RN -05 <br />achieves approximate original contour, and the Steep Slope Variance finding has as a result <br />been removed from this findings document. For a more detailed discussion, please refer to <br />the Steep Slope Variance section of the Division's August 10, 2000 Mid -Term Review for <br />the Munger Canyon Mine. References to Steep Slope Variances from approximate original <br />contour have been removed from the application. <br />XIV. Climatological Information and Air Resources <br />Sections 4.9 and 4.10 of Volume I of the application contain the pertinent information for <br />this section. The operator included the required climatological information for Grand <br />Junction, Colorado in the original application. More recently, the operator has included <br />precipitation data from a rain gage maintained by the BLM in Ashford Canyon, <br />approximately 4.5 miles north of Munger Canyon, within the Annual Hydrology Reports. <br />The current air pollution control plan is included in Permit Appendix E, along with the <br />initially approved Air Pollution Control Division Construction Permit for the coal mine <br />waste disposal area. Because no additional operational activities are approved or proposed, <br />the proposed operation is in compliance with the requirements of this section. <br />40 <br />
