Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Loretta Pineda <br />Director <br />The Colorado Division of Reclamation, Mining and Safety (Division) has reviewed MINREC, Inc. <br />application for a permit renewal at the North Thompson Creek Mine. The application was submitted <br />on December 19, 2012 and it was deemed complete on December 21, 2012. The Division has the <br />following adequacy review comments regarding the proposed plan. <br />The permittee is authorized to discharge under the current NPDES permit from outfall 001A <br />(Appendix 4 -G, expiration January 31, 2015). Outfall 00 IA is also the monitoring location for <br />the effluent limitations specified in Part I -A -2, page 3 of 19 of the NPDES permit. During site <br />inspections conducted in June 2011, October 2011 and December 2012, Division inspectors noted <br />water discharging through outfall 001A. The discharge monitoring reports (DMR) of the same <br />months indicates there was no discharge from the North Thompson Creek Mine. Please discuss <br />why the discharges were not reported in the DMRs. <br />2. On maps D -2 -5 and D -3 -2, a "Landowner Installed Pipeline" originates near Pond T -2 and runs <br />east across the refuse area. The pipeline continues beyond the permit and map boundaries. <br />Please clarify the purpose of this pipeline. <br />3. Map D -2 -5 shows the area of the developed water resource which includes the 4 treatment ponds, <br />and the primary and emergency spillways. The map does not show the location of NPDES outfall <br />001A. Please include the NPDES outfall 001A on all relative maps. Also, please draw and label <br />the spillway from Pond P9 to the NPDES outfall 00 IA as it is not clear on map D -2 -5. <br />4.
