• as a provision of air emissions permits will limit the volume of any <br />individual stockpile to 50,000 cubic yards. If, despite the protective <br />measures previously described, fugitive emissions from topsoil stockpiles <br />become a problem, EFCI will take the additional step of treating topsoil <br />stockpile surfaces with non-toxic dust suppressants and/or binders to <br />control dust. <br />Potential fugitive dust emissions resulting from coal loading and haulage <br />from the mine, and coal stockpiling, storage, and loading at the coal <br />loadout will be effectively controlled by a number of specific factors and <br />control measures. Coal loading at the mine will occur within a subgrade <br />reclaim tunnel with effective containment of potential dust emissions. <br />In addition, the clean coal product has relatively high surface moisture <br />percentages which serve to further reduce dust emissions. Loading is <br />controlled to ensure that vehicle loads do not exceed practical vehicle <br />capacities. This measures is designed both to minimize spillage or loss <br />of coal and to meet local, State and Federal regulations for vehicle <br />• loading. Generally, the tractor-trailer coal haulers are loaded to a <br />level just below the top of the truck bed ensuring full load capacity <br />while minimizing exposure of the load to wind loss. Within the mine area <br />and on both unpaved and paved road sections, coal haulage speeds are <br />governed by posted speed limits. <br />The coal loadout area is located within a natural topographic depression <br />offering significant protection from prevailing winds. Within the coal <br />loadout area, vehicle speeds for coal haulage units are limited to ten <br />miles per hour by posted speed limits. In conjunction with coal <br />stockpiling activities at the loadout facility, EFCI has established <br />specific procedures for truck dumping and stockpile placement. Generally <br />coal is stockpiled as close to the rail spur as possible with dumping <br />occurring from east to west. This approach minimizes the stockpile <br />surface which is exposed to the wind, places the haulage trucks between <br />prevailing winds and the stockpile during dumping, and minimizes potential <br />rehandle of the coal product during loading.
