Specific Conditions: <br />16. The Administrative Permit is valid for two (2) years. <br />17. Any land survey monuments on the site shall be recorded in the Colorado Land Survey Monument <br />Records prior to commencement of permitted activities, and if removed, shall be replaced following <br />reclamation. <br />18. Noise generated by the use shall not exceed State of Colorado residential noise standards within <br />150 feet of any residence. <br />19. All drilling mud will be fully contained within excavated mud pits and recycled during drilling. <br />Following completion of drilling, mud pits shall be allowed to dry out and shall be backfilled and <br />reclaimed. <br />20. The permittee will consult with Colorado Parks and Wildlife on an appropriate drilling schedule in <br />order to minimize impacts on breeding or nesting grouse. <br />21. The permittee shall provide an emergency response plan to be approved by the Planning Director <br />prior to issuance of this permit. <br />22. Fire extinguishers shall be kept on site. There shall be posted a notice with information of who to <br />call in an emergency and directions for emergency personnel to access the site. <br />23. The permittee shall obtain a Grading and Excavating Permit from the Routt County Road and <br />Bridge Department for any new road construction and pad construction disturbing more than one <br />(1) acre or three hundred (300) cubic yards of soil. <br />24. Reclamation shall be completed in accordance with the Reclamation Plan approved as part of this <br />permit. <br />25. No dogs allowed at any time. <br />26. No guns allowed at any time. <br />27. The petitioner shall notify the Routt County Planning Department, Road and Bridge Department, <br />and Assessor's Office in writing of the following: <br />a. Dates of drilling and completion. <br />b. Rig arrival and removal. <br />c. Name of drilling company and number of rigs. <br />28. Copies of all financial guarantees related to the project shall be submitted to the Planning <br />Department prior to permit issuance. <br />29. Routt County requires the use of the most technologically advanced and proven procedures and <br />equipment to mitigate the significant negative impacts of mining operations and associated uses. <br />30. Transfer of this Administrative Permit may occur only after a statement has been filed with the <br />Planning Director by the transferee guaranteeing that they will comply with the terms and <br />conditions of the permit. If transferee is not the landowner of the permitted area, transferee shall <br />submit written consent to the transfer by the landowner. Failure to receive approval for the transfer <br />shall constitute sufficient cause for revocation of the permit if the subject property is transferred. <br />Bonds, insurance certificates or other security required in the permit shall also be filed with the <br />Planning Director by the transferee to assure the work will be completed as specified.
