Access Road 1 was backfilled and graded. The original road cut was below
sections of nearly vertical rock faces. Fill on this road began near the center of
the road and extend to a height of approximately 15' leaving some vertical rock
faces. Care was taken when filling this area to use the best soils for final cover.
Excess material from this area was used to construct a new access road to the
upper buildings. The new road is located west of reclaimed Access Road 1.
Additional material was hauled in from the Unit Train Loadout Area.
Regrading of the lower area and the preparation plant began with clean -up of
refuse and coal stockpiles. All exposed coal residue or coal waste was hauled
and placed in the CRDA -1. Concrete and other non -toxic material remaining after
demolition of the wash plant, shop and reclaim tunnel was utilized to construct the
new access road and backfill a portion of Pond 8. Additional soils were graded
over this fill to establish the final contours shown on Exhibit 6C. Again, topsoil
was not salvaged for this area, so some of the best available soil in this area was
used as the final cover.
Reclamation of this area included Haul Road 1. The 9.5' diameter conveyor
culvert under this area leading under the highway was left in place. The conveyor
culvert was demolished and backfilled where it emerged from the ground west of
the 1 -70 frontage road. A minimum of 100 -feet of culvert was filled with soil. The
4 -inch diameter mine dewatering pipe which ran through the conveyor culvert to
outfall 001 was abandoned.
The drainage plan for the South Portal is shown on Exhibits 6C and 26. Run -off
calculations are presented in Appendix 14 -6, pages 14 -6 -1 through 14- 6- 18xxiv.
The drainage ditches were constructed except where they cross pond 8 and pond
9. Pond 8 received interim run -off from ditch segments E, F and G. Pond 9 will
receive interim run -off from the RSRDA upper diversion ditch, segments A, B and
C, and a portion of the lower bench of the RSRDA. The ditches temporarily
discharged into the two ponds to provide sedimentation control until their removal
was approved by the DMG. Ditch section H -H will be constructed through pond
9 in conjunction with pond removal. Demonstration that Ponds 8 and 9 are no
longer necessary is presented in Appendix 14 -12 and DRMS's approval of TR -61
allows for removal of both ponds.
Miscellaneous grading for the site was at the A substation, Light Use Road 1, and
the Water tank shown on Exhibit 6A, Tab Section 13. Grading of these sites
involved minor cuts and fills to blend in with adjacent surface contours. 13-
Substation was removed and the area graded during 2002.
The location of a new 2" natural gas pipeline was added to Exhibit 6C with the
approval of MR -77 in April 2012. The installation of the gas line re- disturbed an
area approximately 240' long and 5' wide across the reclaimed Pond 8 area. This
gas line will remain as a permanent feature, providing gas to the current property
owner, and will not be reclaimed. The new disturbance was re- seeded with the
permanent seed mixture shown on Table 14 -8.
TR -63 14 -8 (Rev. 11/12)
