Hayden Gulch Loadout <br />Technical Revision 10 <br />Page 7 <br />26. The permit text identifies four reference areas to be used in the process to determine <br />revegetation success; Improved Pasture, Rangeland, Meadow and Dryland Pasture. It is <br />unclear which reference area will as a comparison area for each of the three revegetated <br />areas designated for the Tie - Across Haul Road Please Revise Exhibit 20 -2 and the <br />appropriate permit text to clarify this issue. <br />Response: During HGL's review of the permit text, it appears that Figure 20 -1, Reference Area <br />Location Map, adequately identifies the reference areas and locations, while Exhibit 20 -2 <br />presents the area to be reclaimed with specific seed mixes. Therefore the area seeded with Seed <br />Mix No.3 — Rangeland Mix, would use the Rangeland reference area shown on Figure 20 -1 as <br />the comparison area; Seed Mix No.5 — TAHR Areas Previously Occupied by Greasewood and <br />Meadow Types and Disturbed Lowland Areas would use the Meadow reference area shown on <br />Figure 20 -1. <br />27. It is unclear which rangeland areas depicted on Exhibits 20 -1 and 20 -2 are considered <br />"upland" and "lowland" rangeland areas. Please revise these exhibits and the <br />appropriate permit text to clarify this issue. <br />Response: Exhibit 20 -1, Post - Mining Land Use, shows the post - mining land use of the entire <br />permit area and not just the disturbed reclaimed areas. Once the fmal grading and topsoiling has <br />been completed, it will be the reclamation supervisor determinations that indicate what actually <br />consists of upland and lowland rangeland. The areas related to upland or lowland rangeland will <br />be easily determined by the adjacent undisturbed native vegetation and the topographic position <br />or configuration of the areas being revegetated. Please note, the disturbed corridors will be very <br />narrow. <br />Tab 21; Fish and Wildlife: <br />28. Please update this section if necessary based on the findings and response for Item 12 for <br />Tab 11. <br />Response: Review of the websites that were provided didn't indicate any changes to the <br />information currently in Tab 11. Therefore, no revision has been done to Tab 21. <br />Tab 23; Bonding: <br />29. Please update this section to account for the plans for the next permit term and the <br />reclamation that has occurred to date associated with bond release SL1. <br />Response: The future operations /reclamation plans for the Hayden Gulch Loadout permit area <br />during the next five year permit term will be based on future economic considerations which <br />can't be predicted at this time. <br />Hayden Gulch Loadout • 37796 RCR #53 <br />P.O.
