The revised stipulation allows extraction within a limited portion of Tract C to occur before final approval and
submittal of financial warranty for TR -02. The Operator is allowed to operate in Tract C, south of the established
floodway boundary, but not within 100 feet of the proposed riprap areas within Tract C, as shown on the map
submitted with the technical revision.
The Operator was in compliance with the revised permit stipulation at the time of the inspection.

Topsoil:
Topsoil and overburden stockpiles were observed in the southwest corner of Tract A. The piles were not
vegetated since topsoil and overburden salvaging was ongoing in Tract C.
