The purpose of this letter and the attached
materials is to summarize for you GCC Rio Grande's water development activities and the
resulting data.
As you know, in February, 2002, the office of the State Engineer issued three well
permits to the State Land Board to withdraw groundwater underlying the lands leased by GCC
Rio Grande: two in the Dakota aquifer and one in the Cheyenne aquifer. GCC Rio Grande has
drilled a production well at one of the permitted Dakota sights, and has installed a monitoring
well at the second permitted Dakota sight. In addition, GCC Rio Grande has drilled two
Cheyenne monitoring wells near the Dakota wells in order to perform various tests on the
aquifers. Attached hereto is a report prepared by Leonard Rice Engineers, Inc. summarizing the
data produced during the drilling of these wells. GCC Rio Grande has ordered that samples from
both the Cheyenne and Dakota aquifers be tested for an extensive suite of water quality
parameters. Not all of the test results are available, so we will provide a supplemental status
update when the water quality information is complete.
Consultants for GCC are also performing aquifer modeling analysis in order to determine
if additional groundwater resources may be developed on the subject property. It will be
provided to you upon completion. This modeling information will assist GCC Rio Grande in
determining how best to complete the groundwater development it has begun. To that end, and
