OVERVIEW <br />DMG Permit No. M- 2002 -004, Stipulation No. 6 requires GCC -Rio Grande, Inc. to develop a <br />revegetation drought plan for the Red Rock Mine. This document contains the revegetation <br />drought plan required by this permit stipulation. <br />This revegetation drought plan will be implemented when severe or prolonged drought <br />conditions occur at the Red Rock mine that can adversely impact or prevent successful <br />revegetation of lands disturbed by mining. GCC -Rio Grande, Inc. will use routine revegetation <br />monitoring (described in the permit) and opportunistic observations to evaluate the need to <br />implement this drought plan. When reclaimed area monitoring data or observations indicate that <br />seedling survival is substandard during periods of drought, the methods and practices outlined in <br />this plan, in conjunction with methods and practices described in the permit's reclamation plan, <br />will be implemented, either singly or in combination, to promote soil stability and establishment <br />of permanent vegetation. <br />In the long -term, the best way to minimize drought impacts and control wind and water erosion <br />is through the establishment and maintenance of a healthy, diverse plant cover. During drought <br />periods, reclaimed areas at the Red Rock Mine site will have increased susceptibility to soil wind <br />and water erosion. Therefore, revegetation drought plan objectives focus on reducing soil wind <br />erosion, promoting soil moisture harvesting and retention, reducing soil erosion associated with <br />storm water runoff, and providing suitable soil growth mediums capable of promoting seedling <br />germination and establishment. Methods and practices designed to accomplish these goals are <br />the core of the Red Rock Mine revegetation plan. In addition to the reclamation methods and <br />practices outlined in the permit, additional efforts described in this plan will be taken during <br />drought periods to optimize revegetation success. <br />DROUGHT <br />Habitat Management, Inc. <br />GCC Rio Grande, Inc. -Red Rock Mine <br />Drought Management Plan <br />Drought can manifest itself in a variety of ways.
