2/5/13 State.co.us Executive Branch Mail -West Elk Mine C- 1980 -007- 4Q12 Refuse Pile Inspection Report
State
of
Colorado
West Elk Mine C- 1980 -007 - 4Q12 Refuse Pile Inspection Report
Stark - DNR, Jim <jim.stark @state.co.us> Tue, Feb 5, 2013 at 12:58 PM
To: "Welt, Kathy" <KWelt @archcoal.com>
Cc: Alysha Hernandez - DNR <alysha.hernandez @ state.co.us>, Mary Rodriguez - DNR
<mary.rodriguez @state.co.us>
Kathy,
The Division has received the 4Q12 refuse pile inspection report for the West Elk Mine. The report was dated 18
January 2013 and received by the Division on 22 January 2013. Thank you for your timely submittal of this report.
There were no issues identified with any of the three inspected refuse piles in the 4Q12 inspection (the LRP,
RPE and RPEE). During the 4Q12 reporting period work at the RPEE included completing the sediment and
freshwater ditches, refuse placement and compaction, colluvail material removal and extending the underdrain up
the valley. All of the compaction data shows that at least the minimum required compaction was achieved at the
RPEE. Work at the RPE included removing the temporary refuse stockpile and transporting it to the RPEE,
excavating additional refuse from the RPE and transporting it to the RPEE and repairing the RPE ditches
impacted by the HR -1 slide. No new material was added to the RPE during the 4Q12 reporting period so no
compaction data was included in the report. No work was performed at the LRP during 4Q12. This refuse pile
report confirms what the Division has seen and noted in its monthly inspection reports at the site. The Division
does not have any comments or questions regarding this report. Please let me know if you have any questions
or comments. Thanks.
https: / /mai l.g oog le.conVmai 1 /u /0 / ?ui =2 &i k=e29129fcb5 &viev-- pt &search =i nbox&th= 13cabefc3d3lfO7f 1 /1
