Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />JAN 2 9 2013 <br />DIVISION OF RECLAMATION <br />MINING AND SAFETY <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />Dear Mr. Dains: <br />We have received your letter of November 12, 2012, requesting renewal of the above referenced <br />substitute water supply plan to cover depletions caused by the gravel mining operation at East 8 Pit. <br />The required fee of $257.00 for the renewal of this substitute supply plan has been submitted (receipt no. <br />3657768). The pit was most recently in Aggregate Industries Combined SWSP (WDID 0202565). With <br />this SWSP approval the pit is removed from that combined SWSP and will be operated pursuant to this <br />SWSP operated by Superior Oilfield Services. <br />SWSP Operation <br />Mining at the site has been on hold while Aggregate was the operator. Superior Oilfield <br />Services ( "Superior" or "Applicant ") is in the process of succeeding Aggregate Industries as the <br />operator of the site and thus operations will no longer be covered under Aggregates combined SWSP. <br />Superior plans to begin dewatering activities starting November 2012 and mining activities starting <br />December 2012. Depletions to be covered under this SWSP are from evaporation of exposed <br />groundwater, and groundwater lost to mining operations and dust control. The City of Greeley is the <br />owner of the site and as such is providing replacement water from their waste water treatment plant. <br />The final reclamation plan is to create a lined storage reservoir for the City of Greeley. <br />Depletions <br />Evaporative losses will occur from exposed groundwater at the site. Due to past mining <br />activities 5.8 acres of groundwater are currently exposed. All groundwater exposure is from mining <br />activities that took place after December 31, 1980 and thus all evaporation must be replaced. <br />Dewatering will occur in November 2012 such that by December 2012 only 1 acre of groundwater will <br />be exposed for the remainder of the SWSP approval period. Using a net evaporative loss of 2.93 feet <br />per exposed acre, as approved in the previous SWSP, the exposed groundwater will result in an <br />evaporative loss of 3.42 acre -feet. <br />Superior anticipates mining 138,000 tons of aggregate in WY 2013. The material will be in a <br />dewatered state but washed and thus a 4% moisture loss is assumed on the mining production. This <br />results in a groundwater loss of 4.06 acre -feet. The Applicant projects using 1.38 acre -feet per year <br />for dust control operations.
