As suggested, the original permit pages for Section 2.05.3(4), revised binder covers and <br />spine for permit Volume 3 of 4, binder tabs for Appendix 2.05.3(4) -6, the As -built map and Embankment <br />Compaction Test Results location map that were included in the MR -02 will not be resubmitted, but are <br />requested to be included and incorporated as part of the TR -01. It is requested however, that all <br />SEDCAD documents, all Lambert and Associates (Lambert) relative compaction test results, supporting <br />letters and documentation included with the MR -02 submittals dated November 30, 2012 and December <br />3, 2012 be disregarded and replaced with those SEDCAD runs, and Lambert documents included with <br />this TR -01 application submittal. <br />The following addresses the specific adequacy comments made by the Division in the December 17, <br />2012 letter restated below, followed by WFC responses: <br />Rule 2.05.3(4) and 4.05.9 Ponds and Impoundments <br />Surface Water Hydrology <br />1. The designs (SEDCAD runs) submitted for the NHN -001 pond as -built indicate that the <br />primary discharge structure is a perforated riser, with 2" holes at the 5671.5 ' elevation. <br />Map 2.05.3(4) -6 and the photographs provided by the operator on December 6, 2012 <br />indicate that the primary spillway is a drop inlet riser at 5675.5' with two 6" gated weep <br />holes at 5671.5'. Since these weep holes are gated, two designs should be run —one <br />assuming the gates are fully open to determine whether runoff from the design event <br />will meet the effluent standard in the event that the gates are open when a major storm <br />occurs (Rule 4.05.6(3)(a)), and another assuming the gates are fully closed to ensure <br />that the primary spillway is sized to treat and convey the design runoff without <br />discharge through the emergency spillway (Rule 4.05.9(2)(b)) in the event that the <br />12050 N.
