Consequences section of the permit and should continue to meet water quality standards
in the future. The Phase II sediment control demonstrations have shown no impact for
these outfalls and should be evidence enough to demonstrate no long term effects on the
watershed.
Item #2 refers to permit page 4 -239a and a historic water sampling table. After further
review it appears that page was removed from the permit with PR -4 and is no longer
relevant. Please remove this page to update your copy of the permit as needed.
In response to items #3 and #4 page 4 -239 and 4-241a have been revised to reflect the
requested changes.
Item #5 refers to oil and grease sampling. Per our NPDES permit, oil and grease
sampling is contingent upon a quarterly visual inspection of the discharge and a positive
finding of oil and or grease. Oil and grease is not automatically sampled on a quarterly
basis as would be implied if it was included with the A -2 sampling suite list. Oil and
grease will be added as a separate action to table 4.8 -12.
In response to item #6 the special procedures were removed from the sampling
procedures due to an effort to simplify the process at outfall 011. For several years now
the outfall has been sampled at the Parshall flume that is considered the official discharge
point for the outfall. In the past a naturally occurring spring called East Pyeatt was
monitored on a weekly basis. This requirement was dropped several years ago. Now
observations and sampling at this outfall is only required when water is discharged from
the final impoundment, East Pyeatt #3. When observations are made, site parameters and
flow are taken at the discharge flume and a separate smaller flume for the spring.
However, surface water samples are taken at the final Parshall flume. It is unnecessary to
separately sample water from the pond spillway, when it is diluted by the spring before
leaving the official discharge point. The water discharging at this site is the final
discharge from this outfall and will be in compliance with our permit. In regards to all
outfalls, the water discharged at the final flumes will be the official discharge points and
sampled as such.
Enclosed are a revised table 4.8 -12 and pages 4 -239 and 4 -241a.
Please contact me if you have any questions regarding the enclosed information.
Sincerely,
Graham Roberts
Environmental Engineer
GCR [M /Permit Revisions /TR -110 Responsel CL.doc]
c File 109.2.3.4 w/o attachments
Revisions File
