This response will deal with the question of the surplus material that covers <br />approximately 10.5 acres in the southern portion of the west end of the permit area. This <br />material will be used to backfill the Phase One pit that is proposed in the northwest <br />corner of the permit area. Please see the revised Exhibit C Maps for the location of the <br />surplus material. Exhibit F the Reclamation plan map has also been revised to show that <br />the surplus material was used to backfill the pit. <br />6.4.6 EXHIBIT F — Reclamation Plan Map <br />19. There is a dry pit shown on the west end of the proposed permit area. No discussion of <br />this pit being left open was provided. There is a potential for this open pit to collect <br />stormwater. Please be aware that any collected stormwater must be released or infiltrate <br />within 72 hours. The Division requires the following specific reclamation information for <br />this dry pit: <br />a. Depth, <br />b. Side slope, <br />c. Revegetation — side slopes and bottom, <br />d. Stormwater interception and retention duration estimate. <br />Response: <br />a. Phase One pit will be backfilled to match the contours of the surrounding <br />terrain. The depth will be level with the original grade plus or minus , this pit will <br />not remain open. <br />b. No side slope into the pit will remain after reclamation has taken place. <br />c. The revegetation of the surface will be rangeland grass as per the seed mixture <br />recommended in application packet. <br />d. Stormwater will not be intercepted or retained the grading will be such as to <br />sheet flow in the historical direction. Stormwater will not be held for any length <br />of time, the surface soils will absorb the water as normal for this type of soil. <br />20. There are no developed water resource features shown on the reclamation plan map. If <br />the Applicant intends to pursue the phased bond approach, the ultimate reclamation <br />configuration needs to be presented in this application or an amendment application will <br />be required prior to initiating the previously discussed developed water resource features. <br />Please provide the following information on Exhibit F: <br />a. Grading plans showing final reclamation slopes, <br />b. Which areas are to be reclaimed as rangeland, which are water storage, <br />c. Locations of proposed pipelines and discharge points (if applicable). <br />Response: The Post Mining reclamation will be rangeland . <br />The applicant understands that if a Developed Water Resource post mining is desired in <br />the future a Division of Reclamation, Mining and Safety amendment must be submitted <br />and approved by the Division before a change of post mining use can occur. <br />Therefore Exhibit F will not be revised to depict any appurtenances that would be needed <br />for a Developed Water Resource post mining use. <br />21. Section 3.1.5(1) Grading indicates materials excavated for the Excelsior Ditch <br />relocation may be used for the construction of permanent visual berms. Please show <br />these berm locations on Exhibit F, or commit to submitting either an amendment <br />
