Hickenlooper <br />Governor <br />Approval Period: January 1, 2013 through December 31, 2014 <br />Contact phone number for Mr. Wayland: 303 - 443 -9521 <br />Dear Mr. Wayland: <br />We have reviewed your letters dated May 8, 2012 and December 19, 2012 requesting a <br />substitute water supply plan ( "SWSP ") in accordance with § 37 -90- 137(11), C.R.S., to cover <br />depletions caused by mining operations at the Goose Haven Reservoir #2 Complex Expansion Pit <br />operated by Rock Products of Colorado, LLC ( "RPC" or "Applicant ") along Boulder Creek. This is <br />a new plan and the required fee of $1,593 for the SWSP has been submitted (receipt number <br />3655374). <br />Plan Operation <br />This SWSP covers depletions caused by gravel mining operations at the Goose Haven <br />Reservoir #2 Expansion Pit. Mining operations are projected to occur in two phases but this <br />SWSP approval only covers Phase I which will occur in 2013 and 2014. The SWSP will be <br />amended or renewed prior to Phase II commencement. Depletions to occur during this <br />approval period include evaporative losses from exposed groundwater and operational losses <br />including water lost in mined product and dust control. Replacement water will be supplied by <br />Lafayette using fully consumable water from their waste water treatment plant. <br />Depletions <br />Evaporation and Mining Operations <br />Net evaporative depletions are calculated using a gross annual evaporation of 41 inches <br />per year per NOAA Technical Report NWS -33. This is reduced by applying a credit of 9.7 <br />inches for effective precipitation which is 70% of the average annual precipitation based on <br />Longmont 2 ESE (ID #055116) weather station. Groundwater will be exposed within dewatering <br />trenches and the sediment ponds. The Applicant projects to expose 0.15 acres of groundwater <br />within a sediment pond January 2013 through May 2013 and then expand the sediment ponds <br />so that 0.75 acres are exposed June 2013 through December 2014. The sediment ponds along <br />with the dewatering trenches will result in an evaporative Toss of 1.988 acre -feet in 2013 and <br />2.605 acre -feet in 2014. <br />The Applicant has estimated that 3.75 acre -feet per year of groundwater will be used for <br />dust suppression at the site.
